From the date of implementation of these Provisions, the traceability management of new energy automobiles newly obtained from the "Road Motor Vehicle Manufacturing Enterprises and Products Bulletin" and imported new energy automobiles with compulsory product certification shall be delayed for 12 months from the date of implementation of these Provisions. If it is still required to use power storage batteries that are not coded in accordance with the national standards in the course of maintenance and other processes after the expiration of the time limit, instructions shall be submitted. It is pointed out that the recycling service outlets should report information to the automobile manufacturers after the recycling and handover of waste power batteries. Automobile manufacturers should upload information within 30 working days after the waste power batteries are recycled and put into storage and handed over.

The scrap vehicle recycling and disassembly enterprises shall upload information within 15 working days after receiving the scrap new energy vehicles and Issuing the scrap vehicle recycling certificate; and upload information within 15 working days after the scrap power battery is disassembled and handed over to the warehouse. Regarding the utilization of new energy automotive power batteries, it is stipulated clearly that the recycling enterprises should upload information within 30 working days after receiving the waste power batteries into storage, and within 30 working days after completing the recycling and final treatment.

A reporter from Beijing Morning Post interviewed several manufacturers of new energy vehicles at random, asking about their views on the new regulations and whether there are plans and measures to deal with them. There was no clear response from the manufacturers, most of which were vague and only indicated that they were in the process of evaluation.
