After reviewing the work problems existing in 2018 and researching the situation ahead, the report noted that Huayou was faced with heavy production operation tasks and there would be a long way to go for the construction and development of Huayou in 2019. On the basis of achieving great-leap-forward development with operating revenues of 10 billion yuan in 2018, Huayou should stick to the strategy of “Two New Areas and Three Trends” transform through the tritiny of “Controlling Resources Upstream, Expanding the Downstream Markets, Improving the Capacity in the Middle”, take business structure adjustment, new market development, R&D, project implementation, indicator control, business foundation consolidation and risk prevention as the main missions, advance the competition strategy of "product leading and cost leading”, focus on three elements (quality, cost, benefit), stick to the organizational principle of “unity of thought, unity of command and unity of action”, implement the management concept of “standardization, refinement and optimization”, and accomplish high-quality and stable development.

The report noted that Huayou should implement work in five aspects in order to fulfill its duties in 2019: Firstly, with market as the orientation and customers as the center, Huayou should survey its competitiveness in R&D, manufacturing and market development from the market end and the customer end. By expanding its market share, improving its marketing capacity and preventing from business risks, Huayou should fortify the strategic concept of marketing first and advance market globalization. Secondly, Huayou should focus on the competition strategy of product leading and cost leading, further consolidate and develop the competitive edge of integrated operation. It should constantly improve its manufacturing level and expand its competitive advantage. Meanwhile, it also should consolidate the foundation for its long-term development by enlarging its resource advantage, focusing on products and production lines, pooling industrial strength and concentrating on operation support. Thirdly, Huayou should develop its new development advantages by a large number of major domestic and foreign projects. Huayou will comprehensively advance project construction in 2019. During project construction, Huayou should make great efforts on project design, improve construction quality, strengthen engineering management and pool strong driving forces to speed up corporate transformation and accomplish steady development. Fourthly, Huayou should focus on technology progress and improve innovation drive. Time and space wait for no man. Talents and cadres are the key. Based on the current situation, tasks and stage of Huayou, Chen Xuehua raised four requirements to Huayou’s cadres.
